The 5th person who is believed to have been part of a plan to smuggle drugs into the Blair County Prison is now officially facing charges. 31 year old Mara Mingle… along with her boyfriend 30 year old Jesse Riggleman III… a prison inmate, are each facing drug-related felony charges. Also arrested and charged in connection with the plot are 57 year old Constance Martinez; 46 year old Shellie Forshey; and 35 year old Ryan Bare. Their arrests come after an investigation was kicked off when a corrections officer discovered bags of tobacco, methamphetamine and drug paraphernalia… along with a note containing obscene and intimate language hidden in a salad left in a prison staff refrigerator back in January. Since then, that investigation has determined the contraband was delivered about 9PM back on January 22 under the guise of being a food delivery for a corrections officer. Now, a corrections officer says food was seen being delivered to inmate Bare on other occasions by the same corrections officer who the contraband was apparently delivered to. So far, there has been no word on whether any prison staff have been charged in connection to the smuggling incidents.
