Blair Prison Plan Shelved again

The Altoona Mirror reports that the board of commissioners, acting on advice of their solicitor rejected all bids that would improve security. Solicitor Nathan Karns told the commissioners that a challenge to the awarding of a bid to the lowest bidder could be made because of how the bidding procedure was handled. So the commissioners rejected all bids and chose to start over. The first go around failed when bidders failed to meet the requirements put in place for the project. The county is looking to upgrade cameras at the jail and monitoring equipment would also receive an upgrade. Also because a second round of bids was necessary, county officials say the price of the project has risen, with the lowest bidder raising their price by $150,000 since December.
