Five states—Pennsylvania, Texas, California, Florida, and Utah—account for two-thirds of the physical-location commercial driver’s license training schools targeted in a sweeping federal emergency shutdown by the Department of Transportation. The crackdown focuses on training providers that collectively certified more than 5,000 drivers, later cited for failing federal English-language proficiency requirements.  Thirteen schools each, in both Pennsylvania and Texas, were shut down earlier this week.  Federal officials pointed to widespread safety violations, including fake certifications, underqualified instructors, poor training facilities, and a failure to meet English proficiency standards.
