A report from Harrisburg suggests that the issue of open primaries in Pennsylvania is getting support from people across the state. Former Senate President Pro Tem Joe Scarnatti of Jefferson County recently stated he backs the idea. Jack Wagner founder of Pittsburgh Hires Veterans also testified before the state house government committee saying the veterans are at the heart of this issue, and that 51% of the time, veterans are shut out of the voting process because of their independent registration. Right now, pa is one of 9 states that conducts closed primaries. But independent voters can register with either party up to 15 days before any primary election, vote for the party of their choice, then change back to independent.
