According to a report by WTAJ, Rockview State Police announced they arrested 18 year old David Heck of Philpsburg for allegedly taking a mentally disabled child into the wood and forcing the child to perform sex acts. The incident allegedly took place on Saturday. Witnesses told troopers that they saw heck with the child. Heck reportedly told the child’s mother that the two were friends, and that he was a volunteer firefighter, which was not true. Heck is charged with felony rape of a child, involuntary deviate sexual intercourse, corruption of a minor and indecent assault of a person less than 13 years of age.
