The state police report indicates that they arrested 25 year old Elvin Donelson on charges that he sent the photographs to a 15 year old via Snapchat. Police say that Donelson is accused of sending both explicit photos and videos of himself to the juvenile after she told troopers that she recognized who the person was in the images sent. Police then matched Donelson from a video he allegedly sent to his drivers license. He is charged with felony unlawful contact with a minor, along with corruption of minors and disseminating explicit sexual materials to a minor.
