Woman charged with leaving dogs out in the cold

A report by Indiana County state police says that charges against 38 year old Lydiann Byler of Rossiter for leaving her 2 dogs tied up outside during Friday’s beginning of the arctic blast that settled in for the Christmas holiday weekend. Police say that water dishes for the dogs were frozen. Troopers say that there was shelter for only one of the dogs, who apparently had no food as well. Both animals were taken from the property and were given shelter, food and water. Byler was charged with animal neglect.
