A report from Philly indicates that state Rep. Mary Louise Issacson has introduced legislation that will make it difficult to sell stolen catalytic converters. Issacson’s bill would force sellers to provide a vin number, make and model of the vehicle from where the converter came from, buyers wold have to photograph both the seller and the part for identification purposes and the seller would withhold payment for 48 hours after any transaction is complete. Issacson said that the pandemic caused a slowdown of mineral mining across the world, which fueled the rise in thefts of catalytic converters in Pennsylvania and the nation.
