
Pennsylvania’s horse racing industry remains one of the largest taxpayer-supported programs in America. The most recent data from the state Independent Fiscal Office says nearly 198-million-dollars went to the horse racing industry in fiscal year 2022-2023. That amount, however, was eight-million-dollars less than the previous year. For nearly 20 years, subsidies for horse racing have a long tradition in the commonwealth: Since 2004, more than three-and-a-half-billion in taxpayer subsidies have been used in the industry.
