Governor Shapiro’s budget proposal for the next fiscal year would rely on taking some money from the state’s reserves as well as adding a new revenue stream. In his budget address Tuesday, the Democratic leader says he wants to legalize adult-use cannabis, estimating that annual sales could add 250-million-dollars to state coffers each year. He also called for expunging criminal records of people who’ve been imprisoned for minor marijuana counts. Shapiro also proposes using five-million-dollars of the proceeds of recreational pot sales for restorative justice.
