An Altoona man has been arrested for allegedly stealing $10,000 worth of copper wire from a Penelec substation. He’s 41 year old Kenneth Oschea who is now facing 11 felony counts after breaking into the substation three times on February 13th, 15th and 19th. A Penelec employee told authorities that he had photos from the premises, and later discovered Oshea was scrapping items at a local shop. Oshea is facing charges of receiving stolen property, conspiracy to burglary and numerous other counts. He has been placed in the Blair County Prison in lieu of bail.
