A new Pennsylvania bill proposal would require mandatory safety training for potential gun owners. House Bill 1250 would require anyone interested in purchasing a firearm to first receive a safety training certificate. Nine states in the country already have such laws on the books. The primary sponsor of the bill is Democrat Stephen Kinsey of Philadelphia.
