Proposals addressing affordable housing are gaining a higher profile at the state and national level. Governor Josh Shapiro has asked for several initiatives in his state budget. President Biden has proposed a federal mortgage relief tax credit that would apply to middle-class, first-time homebuyers in Pennsylvania and elsewhere, to tackle affordability issues. A report released last year by the State Planning Board says many areas aren’t seeing enough new construction to meet the growing shortage of affordable homes.
