A Martinsburg man is behind bars today after police found him to be in possession of suspected meth, during a traffic stop, early yesterday morning. 47 year old Allen Phelan was arraigned on a felony charge of deliver or possession with intent to deliver and numerous other counts. The traffic stop occurred early yesterday morning when authorities say Phelan pulled out from the I-99 exit ramp and turned left onto Franktown Road while he had a red light. When authorities ran a check on Phelan they reportedly discovered he had recently had been arrested for possession with intent to deliver. Phelan was unable to post his $100,000 bail and has been placed in the Blair County Prison. His preliminary hearing is scheduled for April 11th.
