The White House has issued new rules that crack down on pollution that will affect power-plants in Pennsylvania. Opponents say they could force many of the country’s coal plants to shut down unless they undertake costly upgrades. While the administration says the schedule for the new rules would give companies time to comply, industry leaders call them unachievable. Pennsylvania has 16 coal-fired power plants, the largest number in the country.
