A House Republican measure would reduce the penalty for marijuana possession. The move by Representative Paul Schemel, of Franklin County comes a week after Democrat Dan Frankel announced plans for a similar bill. Both proposals come as Gov. Josh Shapiro has called on lawmakers to fully legalize adult recreational use of marijuana. Senate Republicans have largely been opposed to discussions about legalization. Schemel’s House bill 2281 would reduce the penalty for simple possession from a misdemeanor to a summary offense. It’s been forwarded to the Judiciary Committee.
