An Altoona man is behind bars after he allegedly picked up a 5-year-old child by the neck, after the child threw dirt at him. Arrested was 56-year-old Michael Rosenbloom who was arraigned last week on a felony count of aggravated assault on a victim less than 6 years of age. The incident occurred on the 2300 block of 7th Avenue. Rosenbloom has been placed in the Blair County Prison in lieu of bond. He is scheduled for a preliminary hearing in July 9th.
