An Altoona man is facing ethnic intimidation charges after he allegedly threw coffee on a Black man and threatened to stab his eyes out. According to the Logan Township Police Department, 64-year-old Richard Hofer Sr., was arrested and charged with ethnic intimidation, terroristic threats, harassment, and other related charges after he approached a sleeping Black male at a bus stop at the Logan Valley Mall, and aggressively threw hot coffee on him. Witnesses told police they heard a white male, later identified as Hofer, shouting racial slurs at the victim and threatening to kill him. Hofer was later found at a nearby motel and taken into custody. He is currently being held in the Blair County Prison.
