A Cambria County State representative is proposing legislation that would allow state residents the right to carry a gun without a permit. Democrat Frank Burns plans on introducing the legislation which reportedly would amend the state constitution to ensure the right to carry a concealed firearm without a permit. Currently commonwealth residents need a license to carry. According to a house memo from Burns, as of this year, 29 states have already adopted constitutional carry laws, allowing law-abiding citizens to carry firearms without a permit.
