Charges are being filed against a Westmoreland County couple in connection with the abuse of a five-year-old child. The boy’s grandfather took the child to a hospital for medical care in April after discovering bruising on his body during a bath. Monessen Police say the boy identified his father — 29-year-old Charles Smitley — as his abuser — saying that his dad spanked him every day with a white paddle and made him consume his own waste. Smitley and his girlfriend — 35-year-old Colleen Cassidy — have been arrested on charges of child endangerment, unlawful restraint and simple assault.
