The 2025-26 Pennsylvania State budget still has not been finalized. The fiscal year began July 1st. Reportedly, negotiations continue between Governor Josh Shapiro and the Republican controlled Senate. In mid-July, the House of Representatives passed a General Fund budget of a little over $50 billion, but the plan was not agreed upon by legislative caucuses. The delay has raised concerns regarding payments for human services and schools. Governor Shapiro has said payments will be delayed over the next six weeks as negotiations continue. Shapiro did not provide a timeline for when the state budget would be completed.
