PA State Budget Impasse Continues

Pennsylvania’s prolonged budget crisis is now entering its third month, with serious consequences for essential state services.  While lawmakers are back in Harrisburg for limited sessions this month, the partisan gridlock continues to paralyze state finances.  Small nonprofit organizations, including rape crisis centers, have been particularly hard-hit, forcing them to lay off staff and scale back critical services.  The Community Action Partnership of Cambria County, for instance, has indefinitely suspended rental and utility assistance programs.  Republican and Democratic lawmakers remain at odds over spending levels.  Democratic Governor Josh Shapiro offered a $49.9 billion compromise proposal in August, but the stalemate persists.  The delay has also resulted in postponed payments to school districts and transit agencies.
