Halter Creek near Roaring Spring, turned purple after chemicals, believed to be ink from a punctured tank at the former Appvion Paper Mill, leaked into the waterway. Blair County officials notified the Pennsylvania Emergency Management Agency of the leak, and the Department of Environmental Protection is investigating.
