For many in Pennsylvania, finding an affordable place to live has become a significant challenge. The state’s housing stock is aging, with nearly 60% of homes built before 1970, according to data from the governor’s office. A shortage of over 100,000 housing units only worsens the problem. This struggle is especially acute for renters; while the number of households renting has surged by nearly 200,000 since 2010, the availability of low-cost rental options has steadily dwindled. Last Septmeber, Governor Shapiro signed Executive Order 2024-03 to create Pennsylvania’s first comprehensive Housing Action Plan. Developed with the Department of Community and Economic Development, the plan aims to increase the supply of affordable housing, coordinate efforts across government levels, and establish measurable goals for improving housing access.
