Pennsylvania Senate Republicans, including President Pro Tempore Kim Ward, announced yesterday that they will propose legislation to forgive the interest on Treasury loans offered to counties and Head Start providers during the state’s three-month budget stalemate. The $500 million loan program, intended to help local governments and early education programs maintain operations, was initiated by State Treasurer Stacy Garrity, and requires a 4.5% interest rate by law. Ward argued that these entities should not be penalized for the state’s budget failure.
