Authorities in Somerset County have arraigned 59-year-old Robert Ekwall of Central City, on two misdemeanor counts of animal neglect after his nine-month-old puppy, Domino, reportedly died in his care. Police, responding to a neighbor’s complaint in May, found the severely emaciated “bully breed” puppy deceased in a small, feces-filled cage with wounds from an ill-fitting harness. The animal neglect charges were filed last week.
