A 43-year-old Bedford County man has been arrested after he reportedly kidnapped and tied a young woman to a chair in a garage on property he stayed in. State Police have identified him as David Harr. Harr is facing charges that include kidnapping to inflict injury and terror, strangulation, and other related counts. The assault occurred last Thursday at a residence in East Providence Township. Police report at one point the victim was able to free herself, and that was when Harr allegedly used a stun gun to tase her in the leg and neck. Harr is then reported to have allowed her to leave, and she was then able to make it a friend’s home to call police. Harr has been placed in the Bedford County Prison in lieu of $250,000 bail. He is facing a preliminary hearing on December 31st.
