Windber Man Accused Of Abandoning Animals

A 25-year-old Winder man faces animal cruelty and neglect charges after police discovered abandoned pets—including one deceased animal—at a residence in the Scalp Levell area of Cambria County.  The investigation into Bobby Bowman Jr. began earlier this month during a welfare check at his home.  According to the affidavit, authorities uncovered a troubling scene, which included correspondence at the home, dating back two months, with no sign of Bowman on the premises. Authorities also found two large, severely underweight dogs, abandoned inside, along with a dead black cat.  Investigators noted the home had minimal heat and no accessible food or water for any of the animals.  Bowman was arraigned on charges of felony aggravated cruelty to animals, and other related counts.  He is free on unsecured bail, and is to face a preliminary hearing on March 4th.
