cuffs-and-drugs

An Altoona woman has been charged with abusing children and a disabled adult while under the influence.  Altoona police report that 39-year-old Lisa Cross is facing numerous abuse charges following accusations of neglecting several children and a disabled adult living in her home.  Investigators report that victims accused Cross of failing to provide basic care, and video evidence allegedly shows her physically and verbally attacking the teenagers in the house.  The allegations include claims that Cross frequently stole food from the children, and used illegal drugs in their presence.  Local residents and relatives reportedly stepped in to provide the victims with meals and necessities after realizing they were being neglected. Police also learned that Cross allegedly used the children’s urine in attempts to pass drug tests.  Cross has been charged with multiple felonies for child endangerment, as well as abuse of a care-dependent person.  She has been placed in the Blair County Prison in lieu of $200,000 bail.  She is to face a preliminary hearing on March 18th.
