A $500,000 lawsuit has been filed against Everett Mayor Harry Leonard, Police Chief Thaddeus Yothers, and Officer Steven Kagarise, alleging a pattern of sexual misconduct, harassment, and an orchestrated cover-up. The suit claims Kagarise abused the plaintiff in the 1980s and later engaged in intimidation, while top town officials allegedly ignored complaints and obstructed justice. The defendants are represented by Pittsburgh-based attorney Charles Saul , and after having filed a request for an extension to respond to the allegations, have until tomorrow to do so.
