A news report from the west coast indicates that a man named Jose Castro claimed he had the winning ticket from the November drawing for $2 billion dollars, and that a man named Jose Rivera claimed to have purchased the winning ticket at the same location where Castro bought his ticket. Castro did come forward in February to claim the cash option for the drawing which was $997 million. Now Rivera is suing a for the ticket. The California Lottery says it believes that Castro is the rightful owner of the ticket, but only local law enforcement can investigate.
