A dog that was seen being thrown over the fence at the Central Pennsylvania Humane Society in Altoona last week, is going to need hip surgery. The dog, which the society has named Cherry, was seen being thrown over the fence by surveillance footage that eventually went public. Days later, the dog’s owner was identified. Charges against the owner are expected soon.
