State officials are reminding Pennsylvanians that handheld cell phone use while driving will be banned starting next week. Starting on June Fifth, using a handheld cell phone while behind the wheel will be outlawed, even at a red light. The ban is named Paul Miller’s Law for a man who was killed in a Monroe County crash with a tractor-trailer driver who was reaching for their cell phone. Anyone caught violating the ban will be issued a written warning in the first year, but will receive a citation starting in June 2026.
