The observance of Juneteenth today varies across Pennsylvania. Federal and state offices are closed today for the holiday that was designated four years ago to mark the date in 1865 when slaves in Texas finally learned about the Emancipation Proclamation. Closer to home, the African American Heritage Project of Blair County, the Pennsylvania Military Museum, the Blair County Historical Society and the Blair County NAACP will have their 2nd Annual Juneteenth Jubilee Commemoration Saturday, June 21st from 1 to 3 p.m. at St. Luke’s Episcopal Church, 1217 8th Avenue in Altoona. A picnic will follow from 4 to 7 p.m. at Prospect Park.
