Shapiro’s GOP Opponet Offers Low Interst Loans While State Budget Remains At An Impasse

Following months of budget gridlock in Pennsylvania, State Treasurer Stacy Garrity announced a $500 million low-interest loan program for counties, and Head Start programs. The unprecedented move by Garrity, a Republican who is running against Governor Josh Shapiro in 2026, is intended to provide a financial stopgap for these essential services as lawmakers remain at an impasse.  The low-interest loans are meant to cover operating expenses while state payments are delayed.  The funds are available from the state Treasury and must be repaid once the final budget is passed, and state funds are distributed.
