Following a months-long investigation, state police have charged a Snow Shoe, Centre County man, 47-year-old Michael Packer, with homicide by vehicle, and DUI-related offenses. The charges stem from a crash in early August in Snow Shoe Township, where Packer is accused of fatally striking 73-year-old Thomas Edward Hipple. An affidavit states that Packer was allegedly under the influence of drugs at the time of the collision. Packer reportedly told police he was traveling within the speed limit and did not see the victim, who was crossing the road, until the impact was unavoidable. Packer is facing charges that include homicide by vehicle. He has been placed in the Centre County Prison in lieu of bond. His preliminary hearing has been scheduled for October 29th.
