Pennsylvania officials say the state is experiencing its worst avian flu outbreak in decades.  More than five-million birds have been affected by avian flu in the Commonwealth, which Secretary of Agriculture Russel Redding says is the largest outbreak since the 1980s.  Redding said Governor Josh Shapiro is forming a response team to enhance testing and biosecurity measures.  He noted Pennsylvania is the only state with an avian flu recovery fund to compensate farmers for their losses.
