A massive multi-agency investigation into an Altoona contractor has culminated in a wave of new criminal charges, revealing what authorities describe as a widespread pattern of fraud, theft, and intimidation. Forty-four-year-old John Tipton II, owner of Tipton Construction, was hit with a litany of new counts recently following his initial arrest. While the investigation began with home improvement complaints, police reports show those cases were just the beginning. A collaborative probe involving the Altoona, Allegheny Township, and Hollidaysburg Police Departments alleges that Tipton systematically defrauded clients across Blair County. According to court documents, Tipton took more than $30,000 in advanced payments for projects he never finished. In cases where work was actually performed, inspectors reportedly found structural instabilities and serious code violations that required costly corrections. A subsequent search of Tipton’s residence added a violent element to the white-collar investigation. Officers reportedly seized two firearms and various illegal narcotics, leading to additional charges including persons not to possess firearms, and possession of a controlled substance. Tipton is facing numerous charges that include home improvement fraud, intimidation of a victim, and other related counts. He was held briefly at the Blair County Prison before posting $100,000 bail. His preliminary hearing is slated for April 22nd.
